Dutch Regulator Highlights Minors' Access to Gambling

Dutch Regulator Highlights Minors' Access to Gambling

The Dutch Gaming Authority (KSA) has conducted an investigation into the accessibility of gambling for minors, prompted by concerns about potential breaches among licensed operators. The probe began last year amid reports suggesting that underage individuals could register on some licensed gambling platforms.

Upon releasing its findings, the KSA indicated that the situation among licensed providers is largely secure. The research focused on the registration processes, including identity and bank account verification, and concluded that there are "virtually no serious irregularities" present among these regulated brands.

New Technical Guidance

While the study highlighted the overall compliance of licensed operators, it did reveal a few isolated incidents. In a limited number of cases, players with matching initials were able to either use someone else’s bank account or link their own account to another player’s profile.

When questioned about these findings, the KSA noted that licensed operators faced challenges in implementing straightforward solutions. In response, the regulator has introduced new technical guidance aimed at tightening these verification processes.

Illegal Market in Focus

KSA Chairman Michel Groothuizen addressed the issue of underage gambling, stating that it "hardly ever occurs among licensed providers." However, he acknowledged that there are significant indications that such activity is prevalent in the illegal gambling market.

He elaborated, saying that unregulated operators often disregard age verification standards and specifically target younger audiences through platforms like TikTok. This practice raises serious concerns about the welfare of minors.

"This is extremely harmful," Groothuizen remarked, emphasizing the KSA's commitment to combating illegal gambling operations. The authority is also intensifying efforts to educate minors about the risks associated with gambling.

Despite recognizing the progress made by licensed operators in identity verification, the KSA recently addressed Unibet regarding shortcomings in their anti-money laundering practices. This highlights the ongoing need for vigilance and adherence to regulatory standards within the gambling industry.
